New document manager unable to evaluate employee

When a document is transferred to a new manager, they are unable to edit it.

Content

The issue we are facing is a manager transfers a performance evaluation to another manager. The new manager is able to view the document, but cannot edit/evaluate. The line manager has not changed, just the document manager. According to the documentation the new document manager should be able to edit.
