Does Workforce Comp allow posting of an effective dated 0% Salary Change ?

Annually on 1st July we have a requirement to create a new effective dated salary but with a 0%, and 0 dollar increase.  Effectively we require a new salary entry (for exactly the same value as previous salary) that starts on 01-JUL-YYYY.

The requirement is to suit integration to an external system (we need this salary change to trigger a change to other salary-related components in external system)..  We have previously used HDL for this and can continue to do so, however I want to know if it's possible to use Workforce Comp?  In eBS Compensation Workbench I know it's possible to post a 0 increase.. Is this possible in Cloud Workforce Comp? My testing so far has not achieved posting a 0 increase.
