REX on Manage job offers quick action use

Hello all,
I would like to understand how other customers are using the quick action “Manage job offers” as of today.
My understanding of this quick action is still too vague:
When a candidate is progressed to the HR phase, the candidate resides in an intermediate work area : "Manage Job Offers" where it waits for final HR processing.
As an HR, we process the job offers of candidates after they accept the offers.
- Are you using it as HR - Recruiter or HR - Core HR ?
All candidates who accepted their job offers are shown on the Job Offers page, which HRcan access using the Manage Job Offers quick action.
