21B - Goal Approval and Withdrawal

When an employee adds a goal, approval is requested from the line manager. During this, a Manager should be able to view what is needed from within the goals screen for their employee - they should be able to approve/request further info etc, and also an employee should be able to withdraw the goal from the approval process from within the goals screen. Since the upgrade to 21B, the button to Withdraw has disappeared from the screen and the Manager is not able to view 'how its going', it just states that the goal plan is locked.
I have an SR open with Oracle but not getting anywhere fast and wondered if anybody else has encountered this issue? I have tested with seeded roles and have the same issue.
