Phase/State Notification

Is there a way to set a timer notification on a phase/state? I.e. we have a screening phase and a drug test initiated state. Our turnaround time for drug tests needs to be within 24 hours. Is there a way that the system could send a notification once the drug test initiated state is past 24 hours?
