Exempt from UI Tax but Accumulate Wages

We need to accumulate wages to report to the state but not withhold UI tax on select employees

Content

We are to be considered a successor employer on a group of employees which means while  we will need to report wages to the the States UI division, we are not required to withhold taxes.  Is there a way to set up a tax card to do this?  If we select exempt from UI taxes it does not accumulate the wages for reporting.

The only solution I have come up with is a process that marks the individuals exempt and then doing a balance adjustment to load the balances without any ER taxes at quarters end.
