I was searching for help on this on the forum but couldn't find anything but I have now mastered it and so I will share it. 

The attached HDL template allows questions to be uploaded via HDL to a prescreening questionnaire ona job requisition template. 

The SQL document allows you to search for the value for the QuestionnaireId column. 

This will allow you to put questions from the question library into a job requisition template in order. 

My next step is to add context and conditional questions, this will follow soon
