Limit Requisition 'Cost Center' Charge Account Segment by Requester

The Requisition Charge Account includes, as in many implementations, a Cost Center segment. The problem is - the value set includes many values, but very few values should be allowed for each requester.

In order to accomplish that, I tried to create a DFF with a Table based Value Set to pick the Cost Center (which will feed the Cost Center segment).

I tried to limit the Table based LOV by the requester (back in the eBS days, we could use dependency on a dymanic value of the same record using BLOCK.FIELD). I tried to use a bind variable {bindings.RequesterId.inputValue} or even :XDO_USER_NAME (assuming I can limit the Cost Center by the Preparer which may be a workaround)
