Hide the Tax district from an applicant's address information

Team,

I am trying to hide the tax district field from an applicant's address. Apparently the candidate adds incorrect information here which causes an issue when they move over as an employee and we need to correct this over on personal information.

What are the possible ways in which we can do this? 

1. I tried to look at transaction studio but this would be from the careers site.

2. Can we do a sandbox in another area (such as looking at the candidate) on hiring side and apply.
