Compensation Change Statements - Unable to run for indirect reports

With the new update to the UI, my Managers have lost the ability to run Change Statements for their indirect reports in the Workforce Compensation Plan

Utilizing the "Printed and Delivered by Managers" statement delivery option - In testing my compensation change statements for a promotion process, I am no longer able to generate statements for indirect reports, I can only generate them as the direct manager.  The design update was to make it easier to access statements within a hierarchy (and to be able to search for employees).  There was no update to the configuration, so I don't believe there is anything new I'm missing in that step (see screen shot).  Has anyone else had this problem?
