Best Fit Payroll Implementation for non localized countries (Iraq & Sudan)

Hi,

Currently we are in the process on implementing Oracle Fusion Payroll for Iraq and Sudan Countries and since these countries don't have payroll Legislation in Oracle Fusion Cloud, We have the two following approaches.

1. Using Oracle Global Payroll: Oracle Partner is suggesting to use Global Payroll to implement Iraq and Sudan countries.

2. Using UAE Legislation: Use UAE Legislation and do the currency converter for the Elements to be the Sudanese or Iraqi currencies.

From your previous experience, what would be the best approach for us and what are the Pros and Cons for both approaches.
