Loading Element Eligibility through an HDL

Hi there,
We're having trouble loading element eligibility through an HDL. The element is already created in the system.
Referencing this documentation below we used the ElementEligibility DAT line and named the .dat file ElementEligibility.
The errors we get are:
- the file zip contains no valid data files
- the file name ElementEligibility is invalid. The file name must be the name of a top-level supported business object
Are we using the wrong naming? And does there need to be another metadata line?
Any insight would be most appreciated.
