How to Create a Talent Review Admin role who can access all meetings without being added as a Facili

We have a requirement to create a super user who should have the access to all talent review meetings, however they are not necessarily the facilitator. This role would be a Talent Review Administrative/Super User that needs to be assigned for miscellaneous purposes(maintenance etc)
Is this achievable? Kindly direct/advise.
