Negotiated check box not enabled for requisitions automatically sourced from Contract Purchase Agree

For requisition lines automatically sourced from contract purchase agreement, negotiated check box not enabled and fails to create PO. Is this expected functionality.

Is there any way to enable by default so that PO are created automatically.
