Competency - Current Role requires approval symbol

what is the purpose of Requires Approval symbol (tick mark)

When the user navigates to Me > Career and Performance > Career Development > click on Current Role opens the job description with the competency details. This shows the target proficiency and current proficiency rating. For some competencies, tick mark icon is displayed which says Requires Approval.

My understanding on this is if the current proficiency is either the same or more than the target proficiency rating, then Requires approval appears.

Are this correct understanding and is there any way to hide the tick mark as this confuses the end user?
