Tax Credits Carryforward not working

We are starting to look at utilizing the Tax Credits form.  According to the Oracle Docs, specific tax accounts (Foreign Tax Credit, Jobs Credit etc) are set up under the Total Tax Credits Carryforward member.  Our implementers put these accounts under the Total Tax Credit Current Year member.

When we go to the Tax Credits form and enter data in Current Year as follows and where POV Account = Foreign Tax Credit:

Year of Expiration:  No Expiration

Created Losses/Credits = 1000

We save the data and run consolidation.  This populates the following columns:  Available losses/credits, Adjusted and Closing Carryforward with 1000.  So far so good.
