Unwanted grouping of data in OTBI Analysis

I have created an analysis with a custom column to interpret employee's adoption of goals and competencies. (Please refer to attached .xml and screenshots for reference). Basically looking at the number of performance document items (Goals and competencies) for an employee and interpreting that information in a custom column. If an employee has >0 items against each section then the custom column should display "FULL ADOPTION", if not every section has items then "PARTIAL ADOPTION" and so on. The analysis is displaying the right values based on the custom column logic. However, it is displaying multiple rows against that column.
