Do not send recruiting notifications in test environments

As part of a test environment refresh, we want to ensure that none of our applicants receive any notifications while we test recruiting features. Looking at this document (Doc ID 2648751.1) in Oracle to stop/block email notifications sent from ORC in our TEST environments, I am wondering if we have to do step 1 - change the email addresses on all of the candidate records to an invalid email address using HDL, or if we can accomplish it by merely doing step 2 and 3?
For Internal Notifications: Divert all emails to a single email address
For External Notifications: Set the Profile Option to disable notifications
