Manager not allowed to add and edit goals employee

Need to hide the add and edit button

We don't want the manager to be able to add or edit an employee's goal. Therefor we would like to hide the 'add' goal and 'edit' goal buttons.

Navigation: My Team > Career and performance > click on employee's performance goals > hide 'Add' (see screen print)

Open one of the goals > hide 'Edit' (see screen print)

This probably needs to be done via the page composer with an EL expression? Can somebody give us the best way to do this including if applicable the EL expression?
