Adding screening questions to a requisition already gone live

We have went live with Recruiting in the last week and the following issue was raised by a recruiter today:

Query around adding screening questions once a role has gone live. Recruiter has unposted the vacancy and put it on hold. However they cant add any new questions. Is this because there are two applications already. Would we need to re-raise the requisition?

What is the final point one can add or amend pre screen questions? Before approval, before posting or before live applicants?
