Always Free ATP Database stuck in starting for 24 hours (Phoenix West)

Summary

I tried to start the ATP database and it is saying starting for long time

All options under action are grayed out and the database is not starting

any one can help to debug cloud database and to make the database started .

Contacted cloud support and they asked to post in forum.

Any help would be appreciated on how to debug and how to make the database started again.
