Approve Job Offer - Approval rule for one Hiring manager of multiple departments

We have an one to many relationship for hiring manager to dept . One hiring manager can handle multiple dept hiring.

Representative = Hiring Manager's representative

Now, It is creating problems in Job Offer Approval rules.

e.g. 2 BU - US, UK, 3 depts - HR, IT, FIN

So, the unique combinations of BU+dept are US-HR, US-IT, US-FIN, UK-HR, UK-IT and UK-FIN.

Lets say Hiring Manager is from UK FIN dept. and hiring for US FIN dept. and both US and UK Fin dept approval hierarchies are different.

In this case, Since the hiring manager is from UK, it is following the UK Job Offer approval hierarchy.
