stopped and autonomous database and whne tried to start now stuck in starting mode for 24 hours

Below is the error displayed unable to perform any action.

The Autonomous Database operation failed due to an unknown error. Refer to JobId 34d481ea-06b1-40ca-9eea-416c7ab832db and WorkRequestId d86f3174-af9b-4ddc-9033-ff767f9e0f33 when opening a Service Request at My Oracle Support.
