How to monitor OFS usage in mobile devices

What options can you think of to identify if a mobile user is using its data plan to access OFS?

The context is that we have a (telco) customer that is willing to pay for their contractors access to OFS as long as they can identify that traffic, and since for OFS IPs can change constantly, this is not seen as a reliable way to identify OFS related traffic.

Any suggestion is welcomed
