FSM - Common Fusion Setup Task - Specifi Application Administrators Roles

Hi,
we implemented fusion with multiple pillar: ERP, SCM, HCM, CX.
We'd like to have different administrator users - or better different application administrator - for each pillar / application.
We were thinking about assign these users the specific Application Administrator seeded roles (e.g. Financial Application Administrator, Human Capital Management Application Administrator, Procurement Application Administrator) but, testing these roles, we found out there is a huge number of common Fusion Setup Tasks (e.g. Manage Key Flexfield, Manage Descriptive Flexfield, Manage Administrator Profile Values, Manage Common Lookup, Manage Standard Lookup, Manage Value Sets and more) that are not segregated by pillar/ application.
