Getting billed for free tier!

I have a free-tier only account and recently when creating a new free-tier instance, it created a boot volume that is NOT free. I cannot change it as my account isn't authorized to do anything with non-free-tier components. I couldn't even try to create a non-free tier boot volume if I wanted to as my account isn't authorized.
Suddenly I received a billing invoice for this and collections refuses to admit that Oracle's provisioning screwed things up. I also cannot delete and recreate the boot volume as it will only recreate as a non-free tier!!
