Questionnaire block missing when viewing a job requisition

I have a new person in our HR department that will be handling job requisitions. She accesses a job req and but doesn't see the Questionnaire section. When another user does the same thing, they do see the questionnaire section and are able to access it. I compared user roles and they have the same roles. What am I missing?
