Quick help approved UC: Issue when salary amount updated and work relationship edited after that

Hi All,

I have created the salary amount validation rule (Salary object, rule type business object validation rule) as per attached document. The rule works fine for new hire etc flow when going one by one till salary section and it triggers on submit. The issue occurs when salary is updated and then work relationship gets edited, the error triggers once "Continue" is clicked after that.

Also same happens if pending worker added with salary and it is converted directly. 

1) Do we need to add work terms id is not null logic to fix it?

2) Is there a way to trigger the error even if the amount or salary basis is not modified?
