View all requisitions except for confidential

Hello - we are trying to give access to recruiters for all requisition types except for confidential. We have created a custom job role with the correct permissions to view all reqs, attached a job requisition security profile secured by recruiting type, and applied AoR assignments for the recruiting types beside confidential, but the recruited is still unable to see all reqs. The recruiters have roles to restrict for HCM by LDG. Any advice is appreciated!
