Trying to release Planned Order for Buy Items, Release Status = Ineligible

Content

Trying to release Planned Order for Buy Items, but release is failing.  Planned Orders have a Release Status = Ineligible and Release Error = Order cannot be marked for release as a purchase order because item is not purchasable.

Any help is appreciated.
