Cannot add available blocks to sections in user-defined file editor

Summary

Cannot add available blocks to sections in user-defined file editor. Attempting to add a new block to a section or creating a new section and add a block and the blocks can not be added.

I have the file in draft/inactive mode and checked security access. Is this something that is not configurable?
