Can't start a compute instance

Hi all,

I have an always free server, and my compute instance won't start. When I try it just says;

Unable to start instance: Instance ocid1.instance.oc1.uk-london-1.anwgiljtszxvh6ico6blznl3idkj24aokrs6kdslwpxjrv2cbiicdsrkrypa is disabled and will not accept any action requests. Please contact customer support to reenable.

Any ideas please? Even if it's a tip on how to contact customer service?
