'See All' link to view completed expenses is missing

Hello,

In the Expenses module, the 'See All' link in the top right is missing for some users. This is mysterious since not all users have been impacted and no definitive pattern can be seen as to why the link is missing.

Has anyone encountered this before or have any additional insights into this? 

There is a workaround of selecting the cog next to the search bar and clicking on advanced search. But this is not intuitive and users should see that link appear.
