Benefit Relationship status as it relates to Rehires

Summary

Upon rehiring an employee their "Inactive" benefit relationship period is wiped out and they show as "Active" from their original Hire Date.

Hi,

Benefit Relationships used to work as follows:

An employee is hired on 6/1/20 his Benefit Relationship shows "Active" effective 6/1/20, they terminate on 12/30/20.  Their Benefit Relationship shows "Inactive" on 1/1/21.  Upon rehire 5/1/21, the employee's Benefit Relationship shows "Active" again as of their rehire date.The above would show:  Active 6/1/20 - 12/30/20 --> Inactive 1/1/21 - 4/30/21 --> Active 5/1/21 - NO END DATE

Recently we started to have issues with vendor files and Life Events triggering on Terminated records and noticed the logic has changed somewhere along the way.  This is how it currently works:
