Send Message Action to be removed from action list in the candidate job application

We do not want the Hiring Managers to send notifications to candidates using Send Message action. HM should only add interactions to the candidate application. However, both the actions are controlled by Interact with Candidate functional privilege. Is there a way to hide/remove this Send message action, keeping Add Interaction in the Actions menu?
