Possibility to create About Alert Templates available for Onboarding in Journeys

Hi team!
I've read that, starting from 21C, it will be possible to notify users of important actions using seeded alert templates that will be available for journeys configured based on an event.
The use of personalized emails and notifications to be sent during the onboarding process for customers is becoming an increasingly impactful requirement.
I read in Tips and Consideration that the functionality is applicable only for journeys based on an event that is Absence, Health and Safety, Learning, Person, Recruiting and Talent. Would this mean that they cannot be used for onboarding?
