How to delete Potential Assessment question from the question library

I created a question in the Potential Assessment without defining a Potential Rating.So, question was created without any potential rating levels. Later, I created Potential ratings with level and created another question which shows up the potential rating level within the question.

I want to delete the previous question which do not have rating level defined. Can someone suggest how to delete the potential assessment from the question library.
