Is there a way to create PO with PR reference via APIs in Procuremnt Cloud?

Ability to create a PO automatically when the PR's requisition amount is less than a threshold

Customer wants to create a PO automatically when PR's requisition amount falls below a threshold. Say if total requisition amount is less than 10k then automatically it should create a PO with the needed details and have reference to the PR.

Could this be established using  API's available or they are meant for only creating blank PO's? Is there any other way to accomplish the same

When I tried through the Procurement API's to create PO, REST API didn't allow the passing the PR reference in the payload. SOAP service runs successfully when we pass the PR reference (PR number) and creates PO. But when we see the PO it doesn't show the PR in it neither. Link between PR & PO is not established.
