Booking expense on Projects by employee from another Business Unit

Booking expense on Projects by employee from another Business Unit than Project's BU

In my project, an employee from BU Y has to book expenses on project of BU X. The Employee's department is added as Project Expenditure Org in Manage Org Tree, employee has Project Team Member role and I have enabled cross charge checkbox at project and Task level. But still the employee is not able to search the project in expense project LOV. Any help how can we achieve that?
