Journeys 21 C - HR Specialist does not see the Explore and Assigned Journeys Tabs

We have our test and dev pods recently upgraded to 21 C .The below are few observations from our testing and any inputs to understand the below behaviour is appreciated.
1) Have observed that Line Manager is able to see four tabs (Explore, My Journeys, My Tasks and Assigned Journeys) but HR specialists are not able to see all four but only My Journeys and My Tasks tabs.
2) As Line manager when we create the Journey using Existing Journeys ,we do not see any Journeys in the drop down while we have active Journeys available in Checklist template setup.
