Can OSP work order operations be considered in Production Scheduling?

It is clear to me that Production Scheduling gets Work Orders from Supply Chain Execution and put their operations in a more optimized sequence based on input parameters and rules applied to them.

My question is on whether the same happens for those Work Order Operations intended to be externally worked. Are they considered by Production Scheduling just like the internally worked operations or there is any difference? Is there any document explaining, if that is the case, how P.S. handles OSP operations?
