Making Performance Goals read only for Managers

 We are looking into a way  to simplify our process by placing employees in the  lead for the creation and maintenance  of their Performance Goals.  We would therefore like to know if it is possible to give managers read only access to the Performance Goals of their direct reports so that the employee is in the lead for the creation and maintenance of his/her own Performance Goals. 

N.B. We have enabled the option in the Performance Template to allow an employee to  choose a colleague other than his direct manager for a (anytime) performance review.  This colleague, unlike the direct manager, is not able to add, edit our delete the Performance Goals of the person being reviewed. This is the same role we would like a direct manager to have during a (anytime) performance review.
