HCM Extract Change only file - Failing to pick up changes

HCM Extract fails to pick up changes scheduled every hourContent
Hi Folks,
We have an HCM Extract which runs hourly and the extract takes about 12-15 minutes to complete. There have been couple instances where manager changes, data changes are not reflecting as changes in the output file. Upon debugging, we noticed that if a transaction is in flight and is approved while the extract is running it fails to be picked up in the current and subsequent runs. See below for an example.
