Error loading element eligibility and Costing options using HSDL

Hi,

     I created an HSDL with the business object Payroll element Definition to load element eligibility. The problem I am facing is I am landing into a repeating error "The values zzz aren't valid for the attribute location code". I tried providing attributes like location name, location code, location id. It keeps getting stuck at the same error.

Also, I am loading "costing options"  HSDL using the business object "Costing Options" and I am encountering a similar error as below. I am unable to understand what set of values does it need to get working.

The values 300000005667911,300000340169512, aren't valid for the attribute ElementLinkId.
