ORC Job Offer Letter in Local Language

We have offer letters in various local languages and when we pull in fields from ORC, the field is in English and how do I change it so it populates in the local language.  Example we using the Department field from the data catalogue and when I add it to the offer letter and save it and then use it in a Job offer and preview it, The field is in English and not the local language.  I even changed my language preference to see if that might help, but it did not.
