New User Category and Welcome Email Trigger

We have created a new User Category (NEW_HIRE_DEFAULT) and have enabled the ORA New Account Template. This notification template is triggered by the event "New User Created". When we move users from the Default user category into this new user category the ORA New Account notification template is not being sent. We would like the ORA New Account Template to be sent when the team member is moved into this new User Category (NEW_HIRE_DEFAULT). Is this possible? Is there a scheduled process we need to run that will trigger the ORA New Account notification template to send?
