Upload External Candidates to Agency Pool via HDL ?

Client currently has external agency providing recruiting services.  Prior to rolling Recruiting they would like to load in existing external candidates and add a referral for the Agency to keep track of the data.

I have used the 'referral' HDL Template, but an error is returned stating the Candidate is not within the Agency Pool (which is correct).  Is there an HDL Template that I can use to upload the Candidate details into the Agency Pool table (IRC_AGENCY_POOL)?
