Onboarding: New Starter Declaration not available as Application Task Type

We have a requirement to have all our New Starters complete the New Starter Declaration as part of Onboarding but this option is not available as Application Task Type, where as all other Payroll related options are such as 'Payment Methods' and 'Tax Withholding'

Does anyone know if the 'New Starter Declaration' application task type is controlled by an admin profile value perhaps?
