Wrong Hiring Manager appearing on requisition when creating offer letter

Hello,

Our Recruitment team has noted that the wrong user is appearing as hiring manager on a requisition once offer letters are being created. Before the offer creation phase it shows the correct hiring manager, however it continues defaulting to the wrong user once offer letters are being created.

This individual isnt listed anywhere on the requisition and its a mystery why this is occurring. 

Has anyone encountered this or have any insights that can help?
