Proficiency Rating Short Description is shown on Skills and Quals page instead of the actual Rating

It appears that in 21C, once a user selects a competency Proficiency Rating, the rating short description is shown on the page instead of the actual rating.  I have not see anything in the release summary regarding this change. This is not  what users expect and is not user-friendly.  

Is there a way to fix this???
